Are Banks Obliged to Check the Payee Name Against the Account Holder?

Yes. Under Regulation (EU) 2024/886 — the Instant Payments Regulation — every payment service provider must offer Verification of Payee (VoP) for euro credit transfers, free of charge to the payer. Here is how it works, when it applies and what each result actually means.

Where the obligation comes from

Regulation (EU) 2024/886 — the Instant Payments Regulation (IPR) — was adopted in March 2024 and amends the SEPA Regulation and PSD2. It has two headline goals: make instant euro credit transfers universally available across the EU at no extra cost, and reduce misdirected and fraudulent payments. Verification of Payee is the tool for the second goal.

Under the IPR, every payment service provider offering euro credit transfers to a payer must offer a matching service that checks whether the beneficiary's name matches the IBAN before the transfer is authorised. The check must be provided free of charge to the payer and must return a clear result — match, close match, no match, or not possible — that the payer can consider before confirming the payment.

The compliance calendar has two dates. PSPs located in a euro-area Member State must offer VoP for their euro credit transfers from 9 October 2025. PSPs in non-euro EU Member States have until 9 July 2027 to comply for the euro credit transfers they offer.

What each result means

The service returns one of four states. The exact wording differs from bank to bank, but the underlying meaning is standard across the EU:

Verification of Payee compares name against IBAN — it does not prove the payee is honest, only that the account belongs to whom you think.

What VoP does not do

Verification of Payee is a powerful anti-fraud tool, but it is narrow. It checks that the name and IBAN combination corresponds to what the beneficiary's PSP holds on file. It does not verify that the beneficiary is a legitimate business, that the invoice is genuine or that the price is fair. A fraudster who opens a bank account in their real legal name and then sends you a fake invoice will pass Verification of Payee cleanly.

It also does not apply to non-euro transfers, to card payments, to direct debits or to cross-border transfers routed via SWIFT outside SEPA. Similar name-matching schemes have existed for years at national level — Surepay in the Netherlands and Confirmation of Payee in the United Kingdom — and both have measurably reduced authorised push payment (APP) fraud, but neither eliminates it.

Finally, the payer can always choose to proceed after a warning. VoP is designed to inform, not to block. If you see a 'no match' or 'close match' warning, stop and verify through an independent channel — that is where the fraud reduction actually comes from.
