About Citibank Europe plc, Dublin - Sucursala Romania
Citibank Europe plc, Dublin – Sucursala Romania is the Romanian branch of Citibank Europe plc, an Irish-incorporated credit institution within Citigroup, serving mainly corporate, institutional, and public-sector clients rather than retail customers. The branch provides RON and foreign-currency current accounts, cash management and liquidity solutions, domestic RON payments via local clearing, cross‑border payments over SEPA and SWIFT, trade and supply chain finance, corporate lending, foreign exchange and interest‑rate products, and markets and securities services including local custody for investors. Client access is delivered through digital channels such as CitiDirect and API/connectivity options, alongside relationship management and a service desk; pricing is typically bespoke and set by agreement, with no public retail tariff. As an EU branch, prudential supervision is led by the home authorities in Ireland within the European supervisory framework, while the National Bank of Romania acts as host supervisor for local conduct and reporting; eligible deposits at the branch fall under Ireland’s Deposit Guarantee Scheme up to EUR 100,000 per depositor, subject to statutory exclusions and eligibility rules. Onboarding follows standard corporate KYC/AML processes, including verification of corporate documents, beneficial ownership, directors, tax classifications (FATCA/CRS), expected activity, and source of funds; ongoing monitoring and sanctions screening apply to payments and trade instruments. Investment and hedging services are provided under MiFID II, and applicable derivatives and securities financing transactions are reported under EMIR/SFTR. The franchise does not operate a consumer branch network in Romania and does not market mass‑retail products such as personal current accounts, mortgages, or consumer loans; corporate and commercial card programs can be offered to eligible corporate clients. Operationally, cash and cheque services—where available—are typically delivered via third‑party cash‑in‑transit partners; cut‑off times, settlement cycles, and service levels vary by product and market. Data processing is subject to GDPR and Romanian data‑protection laws. Lending is contingent on a formal credit process, with collateral, covenants, and risk limits aligned to group policies, and fees commonly cover account maintenance, payments, FX spreads, trade instruments, and safekeeping and transaction charges in securities services.
