Bulgarian Development Bank

Bulgarian Development Bank is a state-owned development finance institution headquartered in Sofia, created in 1999 as Encouragement Bank and renamed in 2008 under a special law that defines its public-policy mandate. It operates as a licensed credit institution supervised by the Bulgarian National Bank and focuses on improving access to finance for small and medium-sized enterprises through direct lending and via partner banks, along with guarantees and risk-sharing schemes. The group structure includes National Guarantee Fund EAD, BDB Leasing EAD, Microfinance Institution “JOBS” EAD, and Fund for Capital Investments EAD, allowing it to offer loans, portfolio and individual guarantees, microfinance, leasing, and minority equity or quasi-equity. Funding is primarily sourced from the state shareholder and borrowings from multilateral and bilateral development lenders and the capital markets, and the bank does not rely on retail deposits. It has acted as an implementing partner for government and EU-supported programs, including crisis-response guarantee and liquidity schemes during the pandemic and initiatives targeting innovation, export activity, and energy efficiency. The institution prepares IFRS financial statements and is subject to EU state aid and public procurement frameworks, with strategic direction set by the sole shareholder through appointed supervisory bodies. In recent years the bank has faced scrutiny over credit concentration and governance, prompting actions by the authorities to reduce large exposures, enhance risk controls, and align operations more closely with its SME support mandate; performance is tracked through disbursement volumes, guarantee utilization, and portfolio quality metrics disclosed in annual reports.
