In this phase, ordinary corporate bodies are suspended and special commissioners appointed by the authorities direct the bank, with key decisions subject to regulatory oversight; expansions, new business lines, and certain lending activities are typically curtailed, while existing accounts, payments, and contractual relationships generally continue to function. Extraordinary administration is distinct from compulsory administrative liquidation and aims at recovery or orderly solutions that may include return to ordinary management, transfer of assets and liabilities, or sale/merger with another intermediary. Eligible deposits remain protected by the Fondo Interbancario di Tutela dei Depositi up to €100,000 per depositor per bank, and payment services, cards, and online banking may remain available, though service levels, product availability, and pricing can change during this period. Financial reporting and public updates are issued through official notices (including the Bank of Italy and the Gazzetta Ufficiale) and the bank’s own communications; dividends and discretionary capital distributions are typically suspended, and any restructuring actions follow regulatory authorization.
