Dexia Crédit Local is a French credit institution within the Dexia group, historically specialized in financing local and regional public-sector entities and public infrastructure. Following the group’s resolution in 2011, the bank has been in managed run-off and does not pursue new commercial lending, focusing instead on servicing and amortizing a legacy portfolio that includes loans to public-sector borrowers, project finance exposures, bond holdings, and a substantial derivatives book used for asset-liability hedging. Funding is secured primarily through market instruments and secured transactions, supported by state mechanisms and guarantee frameworks established under European Commission-approved resolution plans involving Belgium and France. The balance sheet has been deliberately reduced over time through natural amortization and asset disposals, with management centered on liquidity preservation, collateral management, and the mitigation of interest rate, basis, and counterparty risks. Dexia Crédit Local has no retail network and limited client-facing activity, operating mainly as a centralized platform for funding, risk management, and back-office services for the group. Legacy issues related to structured loans to French local authorities have been addressed through litigation and settlement processes over the past decade, alongside a state-backed support scheme for affected borrowers. The institution prepares IFRS financial statements and regulatory disclosures and is supervised within the European banking union framework, with prudential oversight coordinated at the European level and in France. It functions as a wind-down entity with priorities focused on stability, compliance, and orderly balance sheet reduction rather than growth.
